New Partnership Advances Trusted Technology, Strengthens Freedom, and Deepens Western Hemisphere Collaboration
Washington, DC — The Krach Institute for Tech Diplomacy at Purdue and the Secretariat of Innovation of the Presidency of El Salvador today announced a strategic partnership to enhance tech diplomacy education and strengthen technology infrastructure in El Salvador. Rooted in a shared commitment to democratic values and national security, the collaboration will equip policymakers, officials and citizens with the Tech Diplomacy training needed to build and deploy trusted technologies that advance freedom – not authoritarian control.
Participants will gain access to the Krach Institute's Tech Diplomacy Academy, the world’s first online education platform dedicated to preparing leaders across government, industry, and civil society to understand how critical and emerging technologies shape national power, economic competitiveness, and freedom. The courses, available in both English and Spanish, cover key areas such as artificial intelligence, 5G, cybersecurity, and digital infrastructure.
As nations increasingly face a choice between trusted and untrusted technology ecosystems, this partnership ensures El Salvador is equipped to make informed, sovereign decisions that protect its people, its data, and its future. By expanding Tech Diplomacy training, this partnership helps participants safeguard critical infrastructure, strengthen resilience against digital threats, and build transparent, secure systems grounded in democratic governance.
This partnership marks a significant expansion of the Krach Institute’s diplomatic alliance for trusted tech in the Western Hemisphere, reinforcing U.S. national security priorities to strengthen alliances and counter malign influence in the region. It builds on the Institute’s growing regional engagement, including partnerships with the Dominican Republic’s telecommunications regulator, INDOTEL, and ongoing collaboration in Honduras, further deepening a network of trusted partners committed to ensuring that technology advances freedom across the Americas.
"In today’s strategic environment, technology is not just an economic issue, it is a national security imperative. Our partnership with El Salvador is a significant step in utilizing technology to promote freedom and innovation,” said Janice deGarmo, Chief Global Engagement Officer of the Krach Institute for Tech Diplomacy at Purdue. "By expanding access to Tech Diplomacy training, we empower El Salvador to lead with trusted technology and ensure that innovation serves its citizens and democratic values.”
The partnership also connects El Salvador to the Krach Institute’s Global Trusted Tech Network, facilitating participation in convenings that accelerate the adoption of trusted technologies across the United States and like-minded partners. As part of this rapidly expanding coalition, El Salvador will work alongside U.S. and allied governments and industry leaders to accelerate the adoption of secure, trusted technologies and provide a principled alternative to authoritarian technology models.
“By embracing transformation, we aim to build a future where technology empowers every citizen and strengthens our democratic fabric," said Daniel Méndez, Secretary of Innovation, Presidency of the Republic of El Salvador. "Through this partnership, El Salvador is taking a decisive step to ensure our future is secure, transparent, and aligned with the values of freedom and opportunity, and making a more competitive Country."
Oakwise Consulting, a Mexico-based firm and Tech Diplomacy Academy partner, played a key role in bringing this partnership to fruition as part of its broader effort to advance the Krach Institute’s mission to ensure technology advances freedom across Latin America and the Caribbean.
