Partnership Builds a Next-Generation Talent Pipeline in Critical Technologies, Equipping Students and Professionals to Advance Freedom Across the Western Hemisphere

Washington, DC —  The Krach Institute for Tech Diplomacy at Purdue and the University Institute of Central Mexico (EDUCEM) today announced a partnership aiming to strengthen emerging technology education across Latin America. Grounded in a shared commitment to democratic values, economic opportunity, and national security, this initiative will equip more than 50,000 students, professionals, and leaders with the skills needed to deploy trusted technologies that advance freedom – not authoritarian control.

Participants will gain access to the Krach Institute's Tech Diplomacy Academy, the world’s first online education platform dedicated to preparing leaders across government, industry, and civil society to understand how critical and emerging technologies shape national power, economic competitiveness, and freedom. Courses are offered in English and Spanish covering crucial topics such as artificial intelligence, cybersecurity, and digital infrastructure.

By expanding Tech Diplomacy training, this partnership equips participants to safeguard critical systems, strengthen resilience against cyber and supply chain threats, and build transparent, secure digital environments rooted in freedom and accountability. This collaboration represents a deepening of the Krach Institute’s diplomatic alliance for trusted tech in the Western Hemisphere, building on partnerships with the Dominican Republic’s telecommunications regulator, INDOTEL, as well as ongoing initiatives in El Salvador and Honduras – creating a powerful, interconnected pipeline of talent committed to ensuring that technology advances freedom across the Americas.

"Technology today sits at the center of economic strength and national security,” said Michelle Giuda, CEO of the Krach Institute for Tech Diplomacy at Purdue.  “Through this partnership, we are equipping a new generation of leaders in Mexico and across the Western Hemisphere  to lead with trusted technology and ensure that innovation is anchored in democratic values. This is how we ensure that technology advances freedom."

The partnership also connects EDUCEM to the Krach Institute’s Global Trusted Tech Network, facilitating participation in convenings that accelerate the adoption of trusted technologies across the United States and like-minded partners. As part of this fast-growing coalition, EDUCEM will collaborate with U.S. and allied governments, companies, and civil society leaders worldwide to accelerate the adoption of trusted technologies and provide a principled alternative to authoritarian technology ecosystems.

"This partnership is a beacon of opportunity for our students and alumni," said Patricia Mena, President of EDUCEM. "Together, we are empowering leaders with the knowledge and tools to harness technology responsibly – ensuring it drives innovation, strengthens institutions, and expands opportunity while upholding the values of freedom. The Mexican population stands to benefit immensely from the introduction of a program with such prestige and impact. Most likely, the reality of what participants experience will far exceed what we can currently imagine.”

Oakwise Consulting, a Mexico-based firm and Tech Diplomacy Academy partner, played a key role in bringing this partnership to fruition as part of its broader effort to advance the Krach Institute’s mission to ensure technology advances freedom across Latin America and the Caribbean.
