KYIV, UKRAINE — The Krach Institute for Tech Diplomacy at Purdue today announced the establishment of Ukraine’s first-ever Trusted Tech Caucus in partnership with Members of the Ukrainian Parliament (Verkhovna Rada), formally named the Platform for Tech Diplomacy of Ukraine. 

The announcement marks Ukraine’s entry into the Global Trusted Tech Network, a growing alliance of governments, companies, organizations, and leaders committed to ensuring that technology advances freedom, security, and prosperity. Launched by the Krach Institute in 2025, the Global Trusted Tech Network accelerates collaboration among like-minded nations to drive the innovation and adoption of trusted technology. Ukraine’s participation strengthens shared efforts among the United States and allied democracies to secure supply chains, shape trusted technology standards, and counter authoritarian technological influence.

Comprising 16 Members of the Verkhovna Rada representing both the majority and the opposition, the Trusted Tech Caucus embeds trusted technology and cyber diplomacy at the center of Ukraine’s national security, foreign policy, and economic strategy. This permanent inter-factional association is co-chaired by Pavlo Frolov, Serhiy Taruta, and Oleksandr Fediienko and includes leaders of Ukraine’s most influential parliamentary committees, including Chairs of the Committee on Foreign Policy, Inter-Parliamentary Cooperation, and Digital Transformation.

The mandate of the Caucus includes advancing the legal foundations for trusted technology and cyber diplomacy; developing frameworks for artificial intelligence, cloud services, commercial cyber capabilities, and other emerging technologies; promoting high-tech investment and defense innovation; strengthening cyber sanctions and export controls; restricting authoritarian access to sensitive technologies; forming international coalitions; and advancing legal standards to ensure accountability for cyber aggression.

As part of its ongoing partnership, the Krach Institute will provide training to Ukrainian lawmakers through its Tech Diplomacy Academy, the world’s first and only online education platform at the intersection of technology, security and geopolitics reaching government officials, business leaders, and civil society leaders in 33 countries. Among its adopters are the U.S. Departments of State and Commerce, NATO DIANA, and leading global companies.

“Our priorities include creating a predictable legal environment for innovation, channeling investments into defense tech and high-growth sectors, and building strong international coalitions,” said Trusted Tech Caucus Co-Chair Oleksandr Fediienko of the “Servant of the People” Party. “Together, we will work to limit authoritarian access to dual-use technologies and advance accountability mechanisms that make cyber aggression costly and punishable.”

The Platform for Tech Diplomacy of Ukraine joins a growing number of Trusted Tech Caucuses in Romania, Israel, and Kenya as part of the Krach Institute’s Global Trusted Tech Network. It follows the signing of a Memorandum of Partnership and Cooperation between the Krach Institute, the Association of People’s Deputies of Ukraine and the Economic Security Council of Ukraine (ESCU).
