Partnership Expands Access to Tech Diplomacy Training for Honduran Policymakers, Officials, and Students to Support Secure Critical and Emerging Technologies Grounded in Democratic Values
Washington, D.C. — The Krach Institute for Tech Diplomacy at Purdue and the Secretariat of State in the Office of Economic Development of Honduras (SDE) announced today a strategic partnership to equip Honduran government officials and students with Tech Diplomacy training to support the development of critical and emerging technologies grounded in democratic values and resistant to authoritarian influence.
Through this partnership, participants will gain access to the Krach Institute’s Tech Diplomacy Academy — the world’s first online education platform dedicated to preparing leaders across government, industry, and civil society to understand how critical and emerging technologies shape national power, economic competitiveness, and freedom. Courses will be available in both English and Spanish and cover key technologies including artificial intelligence, 5G, cybersecurity, and semiconductors.
By expanding access to Tech Diplomacy training, the partnership provides a direct pathway for participants to evaluate AI and emerging technologies, secure critical infrastructure, distinguish between trusted systems and those that enable surveillance and coercion, and ensure that Honduras’ technology ecosystem is built on a foundation of transparency, security, and freedom. This partnership builds on the Krach Institute’s growing diplomatic alliance for trusted tech across the Western Hemisphere, including its recent collaboration with the Dominican Republic’s telecommunications regulator, INDOTEL, to expand tech diplomacy training for policymakers and regulators.

This effort aligns with broader U.S. national security priorities in the Western Hemisphere, including strengthening partnerships with countries committed to trusted technology. As authoritarian regimes continue to use technology to expand their influence, partnerships like this ensure that critical infrastructure across the region is developed by partners who share a commitment to democratic values.
Oakwise Consulting, a Mexico-based firm and Tech Diplomacy Academy partner, played a key role in bringing this partnership to fruition as part of its broader effort to advance the Krach Institute’s mission to ensure technology advances freedom across Latin America and the Caribbean.
The collaboration also connects Honduras to the Krach Institute’s Global Trusted Tech Network, facilitating participation in convenings that accelerate the adoption of trusted technologies across the United States and like-minded partners. Through this network, Honduras will work alongside U.S. and allied countries to advance the adoption of trusted technology and counter the spread of authoritarian models.
