Len Khodorkovsky
Former Deputy Assistant Secretary of State for Digital Strategy
"The State Department's secret weapon." — Jerusalem Post
As Chief Marketing Officer of U.S. Economic Diplomacy, Len Khodorkovsky built the brand, messaging architecture, and global communications strategy for the Clean Network, a trusted technology initiative led by then-Under Secretary of State Keith Krach that grew to a coalition of 60 countries, two-thirds of world GDP, in under a year. Krach: "If I were to give the most admired CMO award, Len Khodorkovsky would win it hands down."
That communications campaign, building global public understanding of a novel trusted technology framework, is directly applicable to what frontier technology companies now face: translating technically complex, institutionally novel frameworks into language that governments, companies, journalists, and the public can act on.
At the Krach Institute for Tech Diplomacy at Purdue, Khodorkovsky recruited the Board of Governors, organized the initiative, and secured the grant funding to launch the Global Trusted Tech Standard (xGTT), the world’s first open governance standard for trusted technology. The Board is chaired by Taiwan's Cyber Ambassador Audrey Tang and includes 18 other government, industry, academia, and civil society leaders from 9 countries.
As the primary organizer and implementer of the Trusted Tech Caucus model, Khodorkovsky launched Parliamentary Trusted Tech Caucuses in Romania, Israel, Kenya, and Ukraine.
Following government service, Khodorkovsky co-authored the dominant conceptual framework for normalization between a free Iran and Israel with former Deputy National Security Advisor Victoria Coates. The concept, Cyrus Accords, is now the leading policy architecture for that scenario.
